NDHU Library Usage Rules
Section 1 General Rules
Article 1 The Library and Information Center (below referred to as this center) of National Dong Hwa University (below referred to as this university) has established this library and formulated the NDHU Library Usage Rules (below referred to as these rules) to actively support the university’s educational and research activities and enhance the academic culture in eastern Taiwan as well as provide services for the general public in the community.
Section 2 Library Opening Hours
Article 2 Library opening hours are as follows (the library is closed on public holidays, election days, and anniversary sports day):
1.During the semester:
Mon thru Fri 08:00 - 22:00
Holidays(see event calendar)9:00–17:00。
※Extended weekend opening hours before the midterm and the final exams weeks: Saturday and Sunday 9:00-21:00※
2.Winterand summer vacation:
Mon thru Sat 09:00 - 17:00 (closed on Sundays)
The reading area is closed during the last week of August for cleaning and maintenance.
If opening hours have to be adjusted, the center is required to make a prior announcement. The library may be closed without announcement in case of safety concerns or emergencies.
Section 3 Service Beneficiaries
Article 3 Official staff and faculty members and students may apply for a library card by presenting their service ID or student ID
Article 4 Contract faculty and staff members, family dependents, and retired faculty and staff members have to submit applications for library cards with attached certificates at the library information desk.
Article 5 University alumni and external users have to submit applications for library cards with attached certificates at the library information desk and pay a processing fee.
Article 6 Volunteers and other users who meet the required criteria have to submit applications for library cards with attached information at the library information desk.
Article 7 Units offering continued education programs will submit applications for library cards with attached information on behalf of their students.
Article 8 Library users have to select a status when applying for library cards. Users without library cards may exchange their ID cards/passports/driver’s licenses for temporary library passes.
Article 9 To safeguard the rights of faculty and staff members and students, the center is authorized to adjust the beneficiaries as required by actual conditions.
Article 10 Users without valid library cards or temporary library passes or users who borrow other people’s certificates can be refused access to the library and are not allowed to loan library materials.
Section 4 Important Reminders
Article 11 It is strictly forbidden to smoke in the library or bring prohibited items, drinks, food, or pets into the library or enter it with slippers or flip-flops.
Article 12 Children aged 12 or below must be accompanied by an adult when entering the library.
Article 13 It is strictly forbidden to create excessive noise, use cell phones, pagers, or other communication devices that disturb the concentration of other users.
Article 14 It is strictly forbidden to play computer games, view pornographic websites, and engage in illegal activities on library computers, or violate the usage rules.
Article 15 Inappropriate behavior which constitutes a violation of public morality will be reported to the campus police squad and the user’s right to access the library will be temporarily suspended.
Article 16 In case of power outages or other special circumstances, users must comply with inspections when leaving the library.
Article 17 Users are not allowed to open windows, safety doors or evacuation facilities without permission unless in case of emergencies.
Article 18 When users leave the library, they should take their personal items with them to keep desks clean and empty. To safeguard the rights of other users, the center is authorized to remove books and items on the desks on an irregular basis.
Article 19 When using books and materials, equipment, and venues, users are not allowed to leave notes, damage or soil, cut, stash, or otherwise damage any materials or objects. Users also have to abide by intellectual property right regulations.
Section 5 Loan of Library Materials
Article 20 Users with a valid library card may loan books and materials.
Article 21 Reference works, microforms, database CDs, academic theses, journals, course reserves, and special collections may only be used inside the library. Reference works may however be loaned overnight and other materials may available for loan at the library’s discretion.
Article 22 If loaned books have been requested for course reserves or if required for official purposes, users will be notified of limited loan periods.
Article 23 Books purchased with funds for special projects (this doesn’t include journals and databases) may be loaned if the project supervisor submits an application. These materials may also be renewed in accordance with the regulations in Article 28 if no reservations are made. Renewal periods are identical to loan periods for instructors.
Article 24 If university units wish to loan administrative manuals, computer software manuals, or copies of reference books for longer periods, unit heads have to submit applications to the responsible units.
Article 25 Book drop box may be used when the library is closed. They may not be used for visual and audio materials, materials returned on behalf of others, and interlibrary loan items. (these items have to be returned at the information desk)
Article 26 NDHU instructors may loan audio and visual materials of an educational nature for their classes by submitting an application form.
Article 27 Regulations for interlibrary loan are stated elsewhere.
Section 6 Renewals and Reservations
Article 28 If no reservations have been made, loaned items may be renewed at the information desk, on the website of the center, or by phone before expiry of the loan period. If reservations are made during the renewal period, the center will notify the user to return the items before expiry of the renewal period. The user shall comply with this request.
Article 29 Users can reserve books and materials which are checked out by others online on the website of the center. After these materials are returned, the center will notify the user who made the reservation by e-mail to collect the items within a specified deadline. Reservations are canceled if the deadline is exceeded.
Section 7 Venue and Equipment Usage
Article 30 The equipment in the electronic resources access area and the A/V media area may only be used for library collection-related purposes.
Article 31 The group study rooms, the A/V viewing carrels, and the temporary study carrels need to apply for access on the spot at information desk, while online applications have to be submitted in advance for the long-term study carrels, the seminar room, and the multimedia screening room. After the request has been accepted by the system and the applicant has been notified, he/she may proceed to the library information desk to access the venue.
Section 8 Payment of Fees and Handling of Violations
Article 32 Users are required to pay processing fees for library cards, fees for borrowed equipment or venues, replaced library cards, and lost library materials, overdue fines, and fines for inappropriate use of equipment and venues in accordance with relevant regulations.
Article 33 All fees have to paid in cash in a one-time payment.
Section 9 Departure and Resignation
Article 34 Before students leave the university or faculty and staff members resign from the university, loaned books and library cards have to be returned, fees have to be settled, and study carrels have to be cleaned and vacated. Graduate students are required to submit 2 paper copies of their thesis (one copy will be stored in the library the other will be handed over to the National Central Library), a complete digital file as well as two authorization letters in the same format to the center upon graduation and before leaving the university in accordance with the Guidelines for the Award of Degrees for NDHU Bachelor’s and Master’s Programs. Graduate students majoring in artistic subjects or applied sciences may submit written reports on their creative work or performances or technical reports in place of a thesis.
Article 35 Procedures required for departure or resignation from the university have to completed during work hours.
Section 10 Additional Rules
Article 36 Regulations for the loan of library materials, the use of library equipment and venues, the handling of user violations, and book purchase recommendations are stated elsewhere.
Article 37 Regular amendments are made for matters not specified in these rules.
Article 38 These rules and all amendments are implemented upon ratification by the Administrative Council and approval by the President.
